This report details a recidivism study that tracked Hawaii’s FY 2016 adult criminal offender cohort for three years. A total of 2,149 offender assessments were compiled from the State of Hawaii’s Adult Probation Services, the Hawaii Paroling Authority, and the Department of Public Safety. This report documents progress toward the Interagency Council on Intermediate Sanctions' goal of reducing adult criminal offender recidivism in Hawaii by 30 percent.

This report presents trend analyses of key indicators of evidence-based practice efforts, as identified by Hawaii's Interagency Council on Intermediate Sanctions and implemented by state corrections agencies. The report provides a composite scan of positive, negative, and uncertain (mixed results) trends from FY 2014 to FY 2018.
