The State of Hawaii LSI-R Proxy is administered to all sentenced and a small number of pre-trial offenders. The purpose of the Proxy is to identify offenders who are at minimal recidivism risk. By ICIS policy, offenders who score four or less on the Proxy are classified at the Administrative risk level lowest level of risk).
