This report describes the efforts between Hawaii criminal justice agencies and the Hawaii Department of Health to create a data linkage that connects criminal offenders’ substance use and mental health data with their behavioral health treatment data.

This report details a recidivism study that tracked Hawaii’s FY 2016 adult criminal offender cohort for three years. This study determines the predictive accuracy of the Level of Service Inventory-Revised (LSI-R) as a general criminogenic risk instrument, and the Adult Substance Use Survey (ASUS) as a risk assessment tool for offenders with substance use problems. The objective is to validate the accuracy of the LSI-R and ASUS in specifying risk-classification levels for sentenced offenders in Hawaii. Pertinent criminogenic and substance use domains are evaluated for predictive validity, based on a two-year recidivism analysis.
